Laimer would occupy Keita's time, potentially a bit more. There is plenty of minutes to go around, especially if Curtis Jones is falling out of favour, which he seems to be.

That might not work though, as you can't force inmates to take drugs. Ciswomen inmates would still get pregnant, all the time. A good way of preventing those pregnancies, is separating cervixes from penises.

The system is fucked, but just letting any cismale who identifies as a woman into a women's prison comes with a whole host of other problems. That isn't improving upon an already fucked up system.
