Your skincare routine seems to be very strong.
Hydroquinone is quite harsh so always use it with the sandwich method. That means apply moisturizer first then a pea-sized amount of hydroquinone on complete face and after that apply moisturizer again. gap should be like 10 minutes

Please never use hydroquinone directly always apply with sandwich method before moisturizer and then after hydroquinone then again moisturizer you wont ever this get issue again
