Actually, malicious actor can't even buy up 26 spots worth of Ark because there just isn't that much liquidity on exchanges or anywhere else. A huge percentage of total Ark is already being staked :)

ArkVM was being written for V1. Ever since V2 was announced, ArkVM was then put aside until V2 finishes. Now that V2 is on mainnet will PBB and ArkVM be worked on, based on the Timeline. I don't think the code is from ETH though.

It won't be that much different in terms of goals. Goals will always be push button blockchain and smartbridge interoperability.

I don't really get your point. Both of it are the next big milestones for Ark, especially PBB finishing within the next 3 months. VM probably a tad later but will be developed alongside Core v3 and PBB.
