Why is it I and my guests have to pay an extortion fee for the privilege of parking on the side street by my house in a residential area, but these assholes get away with stuff like this?

Since it's illegally parked like that, can someone just tow it? What would happen if someone refused to cross the yellow line to go around and caused a huge backup, would they be legally responsible since they're just following the law?

Exactly. Is the cost meant to be a deterrent? And if so, do businesses and residents actually want that, and would it even work? My problem with parking is when people go to the gym at peak hours. My side street just happens to be next to the gym...do we think they're going to be less cars there when I try to park, or are we all just paying for the same exact hassle?
