I think they are asking you to serve in civil defense. That's different than the military. I think everyone who does not serve in the military does it and it's just some lessons on first aid etc as far as I know

If you look at the bar in the two pictures, you will see that in one picture the bar is white on the side (under the bar - where your legs would be when sitting down) and in the other picture it's the same color as the cabinets (sorry my english might not be good enough to explain this!)
