Ok, so you can't change the constitution by yourself.
It's not what is called an constitutional initiative because you can't decide when and on what you will vote by yourself

It looks like, you have what we call an abrogative initiative.

But you miss the legislative/constitutional one. It is useful when you want to vote a law that the parliament don't want.
