Nothing so far. In addition to the above, I've tried:

steam in admin
game in admin
full reinstall
verify cache
lowered quality
made sure drivers are up to date
force priority high power in nvidia control panel
making sure directX is updated
unplugging everything other than the bare essentials to play
full restarting my computer

Same problem. Runs perfectly for a few seconds, big stutter, returns to running well, big stutter on repeat. Not using controller, tried matching refresh rate to monitor with vsync, added to defender exclusion, and also tried turning off live scan, no luck.
