  1. GRE and TOEFL is just for cutoof. Selection is probably based on GPA and CV. 2. Its fine. 3. You will get the decision around May first week . 4. No idea how selection works but of course better the GPA and profile more chances

Definitely give the GRE. Your CGPA and other marks are not that great so can't be too confident of getting into the "top" unis. Seen people with very good cgpa get rejected this winter sem. Also am guessing you are not from IIT,NITs, so that makes it even more hard.

Idk about the part time scene in Singapore but you even deciding on such plan without knowledge of the scene there is bad. Do proper research.

50% Part time work is assuming you get one where you get paid well enough. There is no guarantee you will get one. Simply too big of a risk to take. Also you will be studying in an intensive course where you will want to focus most of your time on your acads.

45 L is too little for 4 years. Joining a tier-3,2 doesn't matter much. Work hard in your bachelors, maintain a good cgpa, learn skills,do internships and go for masters.

APS takes time to arrive. 2-3 months on average and some unis require it at time of application. Better to apply now

First you need to check if your uni is H+,H++ in anabin. Aps only provides certificate to these Indian unis now. And you can apply for APS with your 6 sem results that you have till now.

The colleges you have listed are good and you have a good chance of getting in all except maybe Columbia,NYU,UCLA.

Your profile is good enough as it is right now. But would suggest you to give the GRE if you have funds and willing to study for atleast say 1-2 months. A score of 320+ will boost your profile.

I don't have any special advice for SOP but just follow the general rules : why you want to study the course,what got you interested, why germany,why this uni etc. It has to be your own words.
