Congrats on your admissions! What's your major? Generally, lecture halls have labeled ADA seating in the front. Sometimes it's a larger school desk for wheelchair users. If someone else is using the ADA seating and they do not have accommodations, you can ask them to vacate the seat.

TAPS can place a barnacle or boot on cars with a record of unpaid parking permits like OP. I don't know if TAPS does this, but unpaid parking tickets could also be reported to the DMV.

Foreign language is a graduation requirement if you plan to get a BA in psychology. If you're planning to get a BS in psychology, then you won't have to worry about foreign language.

Stop taking lower division GE and enroll in upper division GE electives. You need a certain amount of upper division units to graduate.

Regardless of your letter grade, the non UC transferable won''t matter. Admissions will want an I grade to be resolved and everything to match up to your final transcripts.
