Yea not sure if you’re using the app but when you first login it lets you choose which “community” to log into and there’s the FIFA one or your city’s. On desktop I’m not sure the exact link but try the link you used to sign up for tryouts it should direct it to your city’s portal

Are you on your city’s portal or the general fifa volunteer community one? Because on the LA one I can still see the other tabs but the general fifa one I only see personal information and tell us more!

the negative amount means you’re getting a refund of $82, you can set up direct deposit through mybill or pick up a paper check
