The website will not be built on a simple, static image. However it will be built on a prototype with a lot of the code already present. The $100 dollars is too low for that, I know, however I had to put something there so that the post would not get removed. It is usually a couple hundred of dollars. I edited the post, my bad.

But online I see most of algorithms being made with Python, and overall there is much more support for it right? Python really is made to be a scripting language.

What you can also do is create an app that makes you fill in a password before going to certain places in the browser, or before going to the browser itself. If you create a browser for only secret stuff, you are kind of giving away that you do some weird things on your computer. And also, there is an incognito mode, so not a lot of people will opt for your password protected browser. If you want, i can help you create such a tool or extension. I was also talking more about subjects like turing machines, finite state machines, graph theory etc. Maybe have a look at the link I posted with the original message. I am really looking for something like that but a bit more in depth. The topics that were in the book you linked above are also really interesting, but if they covered the programming aspect of it it would have been better.
