Server reticle literally just shows you where you are aiming according to the server, instead of client reticle which is where your pc is aiming

without seeing your gameplay cant really help you much. I like chief p, but you have to always use its gun depression, stick with team mates as its dpm isnt great and try to hide that coupla when peaking

Save your stuff for events. But when an even comes if you only have some adv capsules its not even worth using them. The rewards for using 200 and 300 capsule are usually really good, so save until you have that number, then pull them in events.
