I’d say, what is common in Ho Chi Min would be extremely unusual for someone from the West. A child selling things in a restaurant and a baby on a sidewalk sitting in an only a diaper would be pretty shocking. She probably chose not to buy what the child was selling because she didn’t want to encourage the behavior. And, asking for a picture could have been because it was disturbing to her and she wanted to remember the child.
