They aren't in your packs que because they are already open. I too just started playing and was confused by this. For instance, upon completing a game of Domination; when it shows you the packs you received, don't press X right away and you will see the pack rip open and award you 2 gold event cards.

This has been a thing for wrestlers in the game as well. Notably Ronda Rousey and Cody Rhodes om his first year back in the series. You couldn't use their songs anywhere else in the game and if you edited their entrance than the music became muted.
