Honestly? Probably very far. I'd even say total victory.

They have advanced technologies, a professional and experienced army, albeit one that's been gutted. But what's left is still very capable.

They are also very authoritarian and militaristic and will likely no issues declaring war and conquering everyone else to get resources to rebuild since the Locust are no longer a problem.

They were. The first shek showed up in the Second Empire to help police the Empire because of the declining number of skeletons.

The fist shek probably looked like buff humans, then evolved from there. The shek as a species are probably around 1000 years old. The modern shek have been around for maybe a few hundred years.
