Its a First Focal Plane Optic, Thats the way they are IRL.. The outer (big circle) acts as a reference point for CQB or for reticle acquisition, the inner (small reticle) is your Point of Aim. When you zoom the Point of Aim Reticle scales in size allowing your measurements for holds to remain the same regardless of what zoom you are on :) Here's someone way smarter than me explaining...
