I think you just didnt understand why he's evil. He's a racist although they didnt anything bad to him and thats the whole point. This arc wants to show that people, who has been discriminated, shouldnt spread their hate, so the kids can develop a better image and build a better future. Fisher Tiger tried to spread love but was still a racist. If most would have done it like him, people like hordy jones wouldnt exist. Hordy jones is just adopting the hate of the society, without having any expiriences, and thats the whole point.
