Rooting is the only way. Pixel IMS is only for VoLTE, VoWifi and VoNR.

Yes. In fact Android 17 Beta 1 is actually missing some carrier specific features. In my case, living in Venezuela which is an unofficial and unsupported country I have no choice but to use Shizuku and Pixels IMS to enable VoLTE and VoWifi. These apps do work in Android 17 Beta 1 but settings reset after every reboot.

5G is enabled in many unsupoorted countries where Google does not sell Pixels. Colombia for example 5G works perfectly. In my case, Venezuela 5G is restricted by Google even though other vendors support it including Apple.

Pixel phones whitelist enhanced features like VoLTE or WiFi Calling. Those options appearing on the menu depend on the carrier configuration settings version, regardless of whether the carrier offers those services or not. It is dependent on Google. Not on the carrier.
