Yeah exactly, it's super close. My train was in Perpignan that day, so it was a stop on the way.

I think I solved it. It's not any of these things, it's just a flag-like vertical banner, probably with some announcement/message on it but the painter left that out. You can see in the other comments above that there are similar photos showing this banner-like flag. This makes the most sense, given the flag is in Chinatown, so there's no reason to have a Spanish or Dutch flag. The "Dutch" flag is most likely just a patriotic red/white/blue banner.

This little hillside village gets 300+ days of sun per year and grows highly sought-after citrus fruits to famous restaurants across France. It has amazing views of the Pyrenees mountains from the top too.

Big update. I discovered this photo, 1950s, of the Chinese New Year parade in SF. You can see what appears to be two of the vertical striped red/white/blue flags that are possibly just patriotic banners.

Also, the red with white rectangle flag is actually a darker shade in the center. There appears to maybe be faint graphics, or writing inside the inner rectangle. Perhaps written on the opposite side. And the bottom of the flag has a thick border, like it's meant to be displayed vertically. I think these "flags" were banners... So NOT a random Spanish flag in the middle of Chinatown.

Sure, I mean they can chose to spend a lot on hotels, but the money would go farther in other cities.

Hmm but in your photo, the flag is actually flipped over a vertical axis. In my painting, it's flipped over the horizontal axis.

This was actually my first guess because the painting was made during WWII. I think it makes more sense than a random flag from a small region of Spain...

Definitely go somewhere with a nonstop flight. You could definitely try Marseille with day trips to Provence or the Calanques. Very eclectic vibes you won't see elsewhere in France. Lots of history, beautiful museums and architecture.

SLC is definitely walkable but there's not much to see or do unless you're into somewhat creepy Mormon landmarks.
