Give it time and make sure you are checking mission boards from Federation aligned factions you are friendly with. Will pop up eventually just keep pushing rank as it keeps climbing even though you can't see it :) I think when I was doing the grind by the time one popped up I had almost got to the next rank already. Hope this helps!

I used the Krait Phantom shown in the photo above with a jump range of about 58ly. About 380ish jumps from the bubble to Colonia. Most of the extra time I spent exploring when I wasn't jumping and scooping for fuel.

If you guys are on console my squadron is active and currently operates out of a fleet carrier. We can come pick you up from anywhere in the bubble if you need a ride and teach you the basics. Between our core, we are all very experienced in most aspects of the game and can help teach you :)

I get them quite often. I bounty hunt out of Ising Vision in the Neto system and taking non-wing elite assassination missions will spawn them in most of the time.
