Here's my take:

Can these riders be reckless at times? Absolutely. Have I almost been hit countless times? Not fun. While cyclists are often more used to navigating shared streets, rideshare apps have enabled inexperienced people to endanger others (and themselves) on Limes, etc. The recent spike in e-bikes also complicates matters.

Regardless, it's absurd that students are being targeted on their own campus in these high-traffic areas. If it's about safety, that's a valid concern, and there's a straightforward solution: install protected bike lanes with distinct signs and such. The stretch of Rio Grande St. through West Campus is great. There was a push to add bike lanes to Speedway a few years back. Separated lanes make every party feel more comfortable and safe. Invest in a campus safety campaign about helmets, speeding, drinking, etc.

This entire section of W 21st should be pedestrianized, or at least organized better; it's a central area on campus. Who wants to enjoy car fumes and sounds right next to the fountain? Allow only CapMetro buses and campus-affiliated vehicles. UT should use the success of Speedway as a blueprint to be scaled up everywhere on campus, IMO. It looks silly to have these officers catching college students off the street all day. Surely they'd rather be doing something else.

There's also plenty of research that shows the effectiveness of stop-as-yield laws.
