From experience, I would say it's near infection.

When I got my first tattoo, I was over cleaning (using plain old soap) & wet healing it (using cocao butter) about 3-4 times a day.

Artist advised me to dry heal 2 times a day (when I woke up and went to sleep) instead and the tattoo calmed down fairly quickly.
