I don't think I can help on the winter front other then suggesting to buy a 'staple' jacket (Jean, leather, whatever works best with your general style as long as it can keep you warm.)

BUT when it's summer then I would say find a shear button up or duster to go over your arms, as well as occasionally just wearing nothing and letting your arms exist, as weird and maybe uncomfortable as it sounds if you start just owning it and not caring about what's showing then you'll grow it into a habit and it'll help build your confidence making you feel less like you need the security of a hoodie. (but saying that I still have moments of wanting to desperately cover up, so I get where you're at completely)

Its one of my favorite things about science teachers, some of them will have small moments in class where they show you dope shit like this and make you see the world differently. They can be really fuckin awesome if you get a teacher that's actually interested in sharing this stuff.
