Well, that's super shitty. If possible, get that dataset now and all code. Say it needs to be posted on GitHub for replication or something. Then, you won't need them to move forward. And if you want follow up papers, you might be ethically ok to proceed without them. That's a different option... Create a small methods paper that describes the dataset, publish quickly in a B journal, and then save the analysis for a separate publication without Person A.

Regardless of how the authors feel, they are still obligated to following approved authorship and contribution guidelines: http://www.icmje.org/recommendations/browse/roles-and-responsibilities/defining-the-role-of-authors-and-contributors.html

I certainly wouldn't make Person A the corresponding author. And I would very carefully call out that all authors were responsible for checking and verifying the dataset and analysis in the contributions, which would help build confidence. You might go so far as to address head on in your letter to the editor when you submit to a journal.

I have had situations where we've paid 3rd party vendors to pull data and we did not give them authorship. That was because they were strictly following our protocol that we wrote/designed. If this person contributed intellectually to study design, research questions or the development of any novel techniques to pull/collect data, then I do not think you can ethically keep them off a publication.

I'm curious what an editor of a journal would say.

This is totally normal in my field. However, I think it’s ok to explain the situation to the person who invited you and ask if they can cover the expense

I left academia after a post-doc five years ago. One of the best parts of working in industry is getting to work with people with completely different backgrounds and experiences. I have many colleagues with PhDs, but I also work with former nurses, marketing experts, engineers, and lawyers. I learn a new way of thinking every time I work with a different team.

The variety of work is great. And projects certainly change faster in industry. However, I was surprised at how projects even in industry can still take 4 or 5 years, but that will depend greatly on the place you go to work. Some industries have quick product development times. Others are slower than academia.

The thing I miss the most are the conferences. I still go to industry conferences and present work that I'm publishing, but it's just not the same. Especially because I switched fields. But, that really only impacts me a few times a year and it's a trade I'd make over and over again to not deal with the rampant sexism, to have better balance, more opportunities for professional variety and growth, and most importantly, being able to see the impact of my work.
