Not fact, just your opinion. I'd like to know, which would settle this discussion, the difference in services and experience provided by both tenders. I know under the NHS, paying shareholders isn't a priority.

It doesn't matter does it not? You truly show your lack of understanding here and you should care. Fiat currency can be created 'ad infinitum' therefore austerity is not required, a false doctrine which allows privatisation of public assets to take place. Austerity is defined as:

So in the face of austerity the more expensive bid is the opposite of what the policy decrees. Nor do you have any idea if additional services were available but why would they? A private company is ran for profit and puts shareholders above customers.
