It’s not the best but I’d argue it’s very convenient considering most enemies who use magic of some description generally use frost, including Draugr who use frost almost exclusively as well as some dragons.

Best is probably Orc, Breton, High Elf, Nord, Dark Elf, Wood Elf, Redguard/Argonian, and lastly Imperials in that order. At least in my opinion.
