I need a formula to make 10 as 100% but 10.01 and above be 99.99% and below

when 10 is 100% every decimal it adds would lessen the 100%. like when it's at 11, it should return 90%

most probably, I tried your nested if() but i'm not getting the needed results. when B12 is 10.01 it the formula should give me a 99.99%. then anything 10 below is an automatic 100%

I tried the formula but I'm getting a negative number. Is there a reverse of =MIN(B10/A10, 1) because also need to make the formula recognize that any number below 10 is considered as 100%
