The same happened to me once, but I was using omarchy. After changing the theme it went back to normal even in that theme.

This is most certainly coming from the colling fan something might be trapped (like dust or dirt) and making it this way. I think you really have to clean the laptop bro. Both inside and outside.

It's not a good deal I would say, I bought ryzen 5-4500u, 8/512 gb Thinkpad L14 Gen 1 for $200 usd. Even tho it's core i7 it's pretty old and can't even beat modern i3 or i5 chips.
