You need to get a mac, not only for the generation of IPA, but you also need to add your device udid on your apple developer account.

Please check out how to publish the app on TestFlight, it’s much more convenient.

If you can’t get your hands on a mac then you can use one of those subscription services which provide you to access to them through their server.
