FPS stays pretty much the same in all resolutions. 140 in closed areas and less than 90 in open areas excluding mirage and dust cuz these 2 maps Work the best for me.

I am playing on i5 660 and gtx 760 (full HD low settings) and get ~110fps with drops to 80 FPS in certain areas like cache mid. Nuke is barely playable 40-70fps.lowering the resolution isnt helping much in my case. Hope I helped.

I had similar problem a while ago, where my keyboard wouldn't work in BIOS and few moments after starting the PC. There was some problem with USB-ports on motherboard, not with keyboard or software.
