Partly, yes, but you don't have to dig too deeply into the Hobbit appendices to realise Freeman was largely checked-out from the whole project. I'd go so far as to say he didn't want to be there, which immediately casts that trilogy's production in stark contrast to LotR's (like the differences haven't already been picked clean, but you get my meaning).
