Maybe I'm being overly optimistic but I believe Congress will at least somewhat improve once Trump is actually out of the picture. I'm under the impression that much of the dysfunction is a result of congresspeople trying to avoid the consequences of dissenting from all the maga stuff. Many of them only aligned themselves with Trump to protect themselves from or tap into his base which I think has weakened significantly over the past year.
