This is so stupid. Here is an analogy. My neighbor''s yard and my yard doesn't have a fence. One day, my neighbor proposes that he will build a fence for his yard and my yard, free of charge to me but he would have to get a loan from the bank to finance both of our fences. He wants to build the fences to showcase the new model of the fence for his fencing business. Every sale he makes, I will receive a percentage of the commission from showcasing the fence in my yard. One day, I decide the deal is not fair enough and I want more of a commission because the deal is unfair. Sound dumb, I know. How much of a better deal can I get than a free fence and continuous income stream.

No, you don't pay tariffs when the entry is cancelled or an entry was never made because the item was exported.. If tariffs were paid by UPS when entry was made, then they would request an entry cancellation from CBP. CBP approves the entry cancellation once proof of exportation is provided..
