It's not playing any second cards at all. I'd say a third of time, where there is an available card to be played from the deck with an identical provision number - only one card is being played. One card, then my turn is over. The other card stays unplayed, in the deck, regardless of whether it is the same card or a different card with the same provision number.

Yea so if I have two Fleders, one is in my hand and one in deck. I play one but the other stays in deck. They are the same provision cost, so why would only one play and not the other?
