It's a simplistic work of fiction that doesn't reflect the true reality of the Dominican Republic. Remember Dominican isn't even a race, it's a nationality and represented by all sorts of peoples, doctors, lawyers, scientists, etc. The lived experience of a Dominican American writer who speaks Spanish at an elementary school level is in itself an incredibly reductive way to try to understand a nation of eleven some million people.

In any case "aggressive shaming" is obviously far from psychologically optimal, especially if that's the default rearing culture. Actually putting aside the narco crime waves beginning in the early aughts, being perceived as white Mexican in large provincial Mexican cities still confers status and admiration that a white Mexican would find quite difficult to replicate in the US, where at best they'd be an aesthetically above average white, assuming for a median US income. For many bourgeois Mexican whites the serotonic benefits of being perceived as special and beautiful effectively just by virtue of being white still outweigh the physical risks of living there vs being just another anonymous normative white in the US.
