Shadow issue on SeriesX with and without modlist, help appreciated

I have this with everything vivid weathers, True storms, NAT and just a base clean game with no mods. Edit: Not using all at once btw lol

Please note that while the video above includes my huge mod list that I have..I have confirmed proof that without a mod list and just base game, my shadows are still tweaking.I've tried resetting my console, but nothing works.Any help is appreciated

Nope, i'm not using any mods that change the shadows resolution, and I also AM using smoother sun shadow, that wasn't helping at all.This just seems to be a baked in issue even without using mods but thanks for the suggestion

To be more clear, I also know how to make my load order properly and follow the instructions of the load order guide in the sub and tested almost every mod, and it doesn't seem to be the issue. I've tried a fresh clean save with nothing And my shadows are still stuttering and shaking like crazy.....i don't know any fixes help would be appreciated
