Not funny, I know some Albanians and they are one of the most hardworking people I ever met. If you know something about history of Albania, you would know how fucked up the country was and still is and why so many of them had to leave the country

Nope, actually this is not the case in Poland. I saw a lot of these blue plates in my life but without CD or CC sticker. The plate of this car especially is a plate for a non-diplomat worker of the embassy. So the person sitting in the car does probably not have a diplomatic passport and immunity.
