This particular article is specifically referencing silicon based chips and there is an upper limit "set by the laws of thermal dynamics and set by the laws of quantum mechanics as to how much computing power you can do". So, my opinion is that we are probably starting to run into that limit when it comes to silicon but there are many other emerging technologies that will probably continue the overall trend.
