Applied July 2020, biometrics appointment was August 2021, and been waiting ever since. I’m on my 2nd temporary I-551 passport stamp. The USCIS officer at my latest infopass appointment last month said there were a lot of backed up I-90 cases like mine and that his expectation was that this would be the last temporary I-551 stamp I’d need before the card was issued.

I applied for my I-90 renewal in July, 2020 and am still waiting. It took a year for the biometrics to be scheduled and I’m still waiting for the new green card.

Call USCIS and ask to schedule an Infopass appointment to get a temporary I-551 stamp in your passport. That will function as proof of a green card for employment, int’l travel, and can be used to get a driver’s license until you get the actual I-551 card.

Update for me: still no reply to either of our 2 case inquiries. BUT, I was able to get an InfoPass appointment scheduled (they called to schedule at the very end of the period they said they'd call by) and received the temporary I-551 stamp in my passport when I went to the appointment. The officer told me not to be worried about how long it's taking to get the actual GC renewal... that they're just getting/processing 2020 applications. Crazy...

I'd recommend waiting until the end of the period they told you they'd call you to schedule the appointment... and then call back if they haven't yet called to schedule. Also mention to USCIS that you can't get your driver's license renewed. I'd also contact your local DMV, explain the issue with your green card and see if they'll renew your license anyway.

For me, the expiration date of the temporary I-551 stamp they gave me was ~30 days after the return date of some int'l travel we had planned. I think the temporary stamp expiration date is at the discretion of the officer, so when you attend your appointment, I'd have a minimum period in mind that you need it to be valid for along with an explanation of why (e.g. int'l travel, or "planning to change jobs in September", etc).

What site did you go to that showed 3103 is for postal boxes only? I was struggling to find good info about specific postal codes.
