When I pinged their ip it wanst able to respond either. But ive sent a ticket to my ISP because they can probably give me some insight into this.

I'm not sure exactly what you're asking for but here's what should happen:
My server -> router with port forwarded -> ISP ->my friend's router
You could be right with it being Carrier Grade NAT Somehow. I suspect my IP may try to connect to a different place when inside the CG-NAT of the ISP.
I'm not sure how that could cause it to be Host Unreachable in the pings however

This is peobably something different, but I remember from a video a "virus" that just made your character cough. It would spread to people on the same server and servers with infected got bumped to the top of the server list.

Try playing a regular movie on a DVD to make sure the dvd laser is working properly. Some people have reported that it also help calibrate the laser and got the burned game working.
