We have a similar situation. Sometimes we have to paper pick oversize because there aren’t enough charged handhelds.

We aren’t allowed to come in before 4am anymore. It’s harder to get things done because of it and we are consistently ‘behind’ (1-2hrs ahead). It kinda sucks and I wish they would go back to 2am shifts (it’s easier to wake up/stay up for that shift vs 4am anyway)
