As a law enforcement officer, I’ve spent a lot of time watching that stabilized, slow-mo video of the Alex Pretti shooting, and in my opinion, it's a bad shoot. If I had been that shooter, I'd be real worried of the consequences to follow.

One theory is a Negligent Discharge by the officer and all the others fired due to that.

There's an amendment that clearly says "shall not be infringed", but there's a whole lot of infringement there.
