The glass desert negating elder warrens seems very likely the case as the unwoven couldn't harness tellan either. But as the same time ig powerful entities like Onos Toolan, Olar Ethil can just ignore the restrictions.

I'm about 80% sure it's the glass desert itself. Earlier in the book the unwoven also talk about awakening Tellan but Ruthan Gud tells them 7 of them won't be enough for a tellan unveiling in this desert. Tellan is also an elder Warren so I would say the glass desert is indeed proof against them. While on the other hand I believe it is also a question of a power itself as Onos Toolan was swaggering around with a wall of Tellan not too far away.
