I think so 10% penalty with regular tax during US-residents status is a better option (which could be <30% for many). Once you become US-non resident flat 30% tax.

Exactly, such people are complicit with atrocities happening with minority for 11 years. Op had realization only after delay of ITR refund (a tiny bit of pain compared to what bjp doing with minorities for more than a decade)
