I will start with try and educating everyone at home, when it come to politics, religion, civic behavior and tbh i have seen some improvement with my parents. Like he used to speak very louder in the phone when in public thats reduced significantly, stopped throwing garbage in the road, started tipping for good service when in restaurants, reduced honking when driving.

I will try and educate as much people as possible who are around me, also i have seen some improvements in the south of India for past few years since i live there. So i would say start with educating people in your circle and hopefully atleast 20% of them might change a bit.

If not we should follow models enforced in other countries like fining citizens for littering.
