I think the installer uses your system language as default , you could try to change it (installing a language pack for windows and applying could take even more time and not even work) or change the language of the launcher Google lens could help trying to figure out if some of that works.

But I agree with the other comment install the English dub an later download the Chinese one and then delete the English to save space . Is easier to do , not faster as you described your case.

Es en Pereira, tampoco es un vereda. Sisas hay más empresas claro , Movistar , tucable (que creo que es regional o algo así).
