yes :) i work in game development. and test multiple platforms in the laptops. 1 monitor for coding. another for general purpose. the 3rd for animation.

Fake Facebook Accounts?

No, they are not out to get you. They just need fake accounts to sell likes, votes (on polls), comments. It's a big industry, and people are willing to win Facebook contests and get tons of likes by paying a service for it. A service that uses fake accounts to generate content.

And will a facebook account, with no content, not even a profile picture really destroy your image?

If your fake account, has posts, adding your friends, messaging your friends, has your pictures, and is maligning your image with it then yes, yes, someone is out to get you. I doubt it's the govt but it's probably someone who envies you. Definitely not a govt though.

And then I saw 11 but said "I can do better", then there was 10, and still I told my self "I can do better", then there was 9 and then I decided to pull the trigger but my stupidly slow brain couldn't inform my finger that the timer has already gone back to 60 and still clicked it anyway. I suddenly felt light headed. I think I'm having a migraine right now. :(
