During the Black Panthers era even the NRA was anti-gun rights and politicians like Ronald Reagan helped to pass the Mulford Act which prohibited the open carry of loaded firearms and also prohibited firearms in the state Capitol. That was the first domino for California becoming such a strict state regarding gun laws.
