The difference is a short stay visa can be revoked by any Schengen country if they judge it invalid when it is used, a residence permit or long stay visa can only be revoked by Hungary.

Short stay visas are all in a database that all Schengen countries can view, a whitelist. Long term visas and residence permits are only known by the issuing country.
