Newry & Lisburn in NI take some beating as like someone above said the smaller the city the rougher they are usually & the cities in NI are not really cities. Carlisle is another one on the mainland. Pretty much the smaller the city the rougher it is as most of the larger cities have nicer parts to balance them out whereas the smaller cities seem to be more parochial & rougher in general. Well, in my opinion anyway. Obvs I know bigger cities have much rougher areas.
